Top university managers are responsible for selecting and retaining qualified academic members and facilitating their career advancement opportunities. To fulfill this responsibility, the managers need to make important decisions. The value of measuring the effectiveness of teaching lies in the role it plays in providing evidence significant to making such decisive decisions about the future of the higher education system. Due to the complexity of measuring the effectiveness of teaching, universities should consider diverse strategies in order to be able to portray a comprehensive, reliable and correct picture of the academic members' performance. The criteria important to the higher education system of any country determine the factors to be measured in the process of evaluating teaching effectiveness and how this measuring should be done. This article explains a composite pattern of different strategies for evaluating teaching effectiveness, the type of tools employed, the evidence providers, the stakeholders and the type of decision making based on the evidence. These strategies can be used in decision making concerning the activities related to improving the teaching process and employment procedures of academic members

This article aims at underlining the evaluative role of university in the development process.
For the first step, existential philosophy of university will be discussed from the genesis of this social institution. The discussion will be continued to the twentieth century where the role of university promoted to be considered as an engine of development in modern society and there was salient growth of demand for access to higher education.
Finally, in the third millennium, the university faced the new challenges, caused by the globalization phenomena, and the process of formation of knowledge community. It seems that the role of university became manifold in impressing the new situation.
Obtaining development -in its different definitions- is possible when university as the producer, distributor, promoter and publisher of knowledge, works as the autonomous wisdom of society. It can do its essential functions through enjoying academic autonomy and academic liberty.

The object of this research study was to examine the differences between educational performances of Isargari (sacrifice) quotas [i.e., Razmandegan (warriors), Jihadgaran (combatants), Azadegan (freed prisoners of war), Janbazan (sacrificing persons), and Shahed students (martyrs’ children)], and quota students from the tripartite regions. To achieve this end, 800 quota students and 800 regional quota students admitted in 2000, 2001 and 2002 were selected out of 13 universities of the state using a stratified sampling method. Afterward, by distributing some preset sheets, information on their educational status was collected from education departments of their universities. Average credit units passed in each semester, ratio of conditional semesters to registered ones, mean of semester averages, and ratio of the number of graduates were indexes based on which the educational performances of the two groups were compared. It was realized that Isargari quota students differed significantly in all the above-mentioned indexes from students in regional quotas and these differences were to the advantage of regional quota students. A relatively significant difference observed between the number of conditional semesters of Isargari quota students (%23.2 of semesters in which the students have registered) and a regional student (%6.8) is one of the most important findings of the present study. The positive point regarding Shahed and Isargari students is their decreased difference with other students in final semesters; that is, the difference between average scores of semesters between the two groups of students was reduced from 2.12 marks in the first semester to 1.01 marks in the eighth.
The scope of the population, the inclusion of all the educational departments (except the medical sciences department), and a one by one comparison between the quota students and students from the three regions are the special features of this research study as opposed to the previous ones.

This study surveyed research experience constituents of the Ph.D. students of Ferdowsi university of Mashhad and factors influencing their experience. The data were gathered by means of a questionnaire which was developed based on the Postgraduate Research Experience Questionnaire (PREQ) and then standardized. The statistical population of this study consisted of graduate students who either had their dissertation proposal approved by the Educational Council of their faculty, or had defended their dissertations. Using a stratified random sampling method, 118 questionnaires were collected. The findings showed that there was a significant relationship between all the students' research experience constituents. It was also found that the general satisfaction with the seven constituents of research experience differed significantly among the students. Furthermore, gender was found to be a variable affecting the students' level of satisfaction. The general findings of the study suggest that the Ph.D. students of Ferdowsi University are relatively satisfied with their research experience constituents.

Quality evaluation in the higher education of Iran is one of the challenges that has always been considered by managers and directors of the higher education system. However, accomplishing this end and its implementation in departments of the universities has been faced with so many challenges from the start. One of the most important challenges has been the lack of structure for quality evaluation. Despite addressing quality evaluation in the development plans and its extensive implementation in departments of the universities, there is still no coherent structure for it and this problem has brought so many challenges to the whole process of quality evaluation in the higher education of Iran. The barriers to creating a structure for quality evaluation in the higher education could be categorized as internal and external. The internal barriers are related to the performance of the system of quality evaluation and external ones are related to the macro factors affecting the system. Furthermore, with the continuation of the current internal evaluation procedures in the country's university departments, institutionalizing a quality evaluation system in higher education is impossible.. Accordingly, this paper aimed to examine the reasons behind the existence of structural barriers to establishing a quality evaluation in the higher education of Iran through analyzing the status quo of the internal evaluation in the system.

The purpose of this study was to conduct an analytical study of an experimental E-Learning course at the Hadith Sciences College. It was intended to provide answers to some questions regarding the set objectives, content, organization of the content, web page design, teaching and learning methods and activities, and evaluation methods of the E-Learning course at this college and to assess how satisfactory they are. Three lessons were selected as the sample using a purposive method of sampling. Employing a checklist prepared by the authors of the present study and taking advantage of the available literature, components of the E-learning course were assessed and evaluated. Through adopting predetermined analytical and descriptive statistical methods, it was found that the E-Learning course at the Hadith Sciences College is a relatively desirable program. The findings which may have some implications in E-Learning courses are discussed fully in this paper.

The aim of this study was to reconstruct the concept of doctoral thesis for Ph.D. students of Psychology and Educational Sciences, at Allameh Tabataba’i University, Tehran, through adopting an interpretationist approach and using a pathological perspective. In conducting this study a qualitative approach and an ethnographic methodology were used. In addition to open and deep interviewing techniques, participatory observation was used in collecting the data. The sampling method used in this study was purposive sampling and by using theoretical saturation index, 15 Ph.D. students from the faculty of Psychology and Educational Sciences of Allameh Tabataba’i University who were at various stages of developing their thesis were selected. The participants' attitude toward and their perspectives on thesis and its various dimensions were studied. In order to analyze the collected data and reach a conclusion, grounded theory was used. In other words, instead of testing a theory and confirming or rejecting it a theory was presented in brief. The Main findings of this study obtained through grounded theory, include categories such as shirking responsibilities, employment, graduation, administrative problems, problems related to the professors, financial and time difficulties, and insufficient scientific resources. All these categories can be considered as subcategories of the 'graduation' category. In other words, graduation in this grounded theory served as the 'core category'. Furthermore, using these categories, a paradigmatic model is presented.
