محاسبه نابرابری جنسیتی سرمایه انسانی در ایران و سایر مناطق جهان

چکیده

سرمایه انسانی، دارای آثار اقتصادی و غیراقتصادی فراوانی است که رشد و توسعه کشورهای جهان، بویژه کشورهای درحال توسعه را تسریع می‌بخشد. آثار غیربازاری سرمایه انسانی که عمدتاً از آموزش زنان نشأت می‌گیرد، تأثیر بسزایی در پیشبرد فرایند توسعه اقتصادی کشورها داشته است، و این در حالی است که نابرابری در سرمایه انسانی می‌تواند فرایند توسعه را کند نماید؛ بر این اساس، هدف از تدوین این مقاله، تعیین نابرابری سرمایه انسانی برای زنان و مردان در مناطق مختلف جهان طی سال‌های 1960 تا 2005 میلادی و مقایسه آن با کشور ایران است. در این مقاله ابتدا آثار غیر بازاری سرمایه انسانی مورد توجه قرار گرفته و سپس با استفاده از روش‌های آماری- ریاضی به محاسبه ضریب جینی سرمایه انسانی که نابرابری سرمایه انسانی را در زنان و مردان نشان می‌دهد، پرداخته شده است. نتایج کلی حاکی از آن است که نابرابری سرمایه انسانی در زنان و مردان طی سال‌های مورد مطالعه، به جز در کشورهای پیشرفته، همواره درحال کاهش بوده و این ضریب در زنان همواره از مردان بیشتر بوده است. نتیجه قابل توجه دیگر اینکه در سه دهه اخیر با افزایش سرمایه‌گذاری برای کاهش نرخ بی‌سوادی و همچنین گسترده شدن دانشگاه‌ها در ایران، از نابرابری سرمایه انسانی، بویژه در زنان، به طور چشمگیری کاسته شده است.

چکیده [English]

Human capital has economic and non- economic effects on development of countries around the world especially the developing countries. Despite the fact that non- market human capital effects originate from educating women, which improves the economic development, human capital gender inequality can reduce the speed of development. The main goal of this study is to determine the human capital inequality among men and women between 1960 and 2005 in different regions of the world in comparison with Iran. Regarding the non- market effect of human capital, the Gini coefficient is calculated through mathematical – statistical methods in order to illustrate the inequality between men and women. The results indicate that inequality trend has decreased through the years except in developed countries. However, the coefficient is continuously greater among women than men. In recent three decades, intensification of investment in order to decrease the illiteracy rate and expansion of universities, human capital inequality in Iran has remarkably decreased especially among women.
