استانداردهای آموزش عالی: از آرمان تا واقعیت

چکیده

قرن بیست و یکم، قرن دانش بنیان نامیده شده است. در این راستا، از یک سو، نقش نظام‌های آموزش عالی در تولید، اشاعه و کاربست دانش در توسعة کشورها انکارناپذیر است و از سوی دیگر، با توجه به افزایش جمعیت دانشجویی در نظام‌های آموزش عالی در کشورهای مختلف و ناهماهنگی این افزایش با رشد سایر عوامل دروندادها و فرایندهای نظام‌های یاد شده، ارزیابی و ارتقاء مستمر کیفیت این نظام‌ها را الزامی کرده است؛ بدین جهت و نیز برای اطمینان یافتن از اینکه نظام‌های آموزش عالی در ایفای نقش یاد شده از کیفیت مطلوب برخوردارند، انجام ارزیابی مستمر نظام‌های آموزش عالی ضروری شده است. به همین منظور، تدوین استانداردهای آموزش عالی اهمیت یافته است. با توجه به این امر، برخی از کشورهای صنعتی در استانداردسازی و ارزیابی آموزش عالی فعال بوده و علاوه بر آن، در سه دهه گذشته اغلب نظام‌های آموزش عالی در مناطق مختلف جهان به انجام ارزیابی کیفیت مبادرت ورزیده‌اند. در آموزش عالی ایران نیز، برای انجام ارزیابی کیفیت، از اواسط دهة 1370 خورشیدی کوشش‌هایی آغاز شد. با توجه به نکات یاد شده، در این مقاله به سؤال‌های زیر پاسخ داده شده است: ارزیابی استانداردسازی در آموزش عالی چه سابقه‌ای دارد؟ تجربة ایران در ارزیابی آموزش عالی چیست؟ برای پاسخ دادن به این سؤال‌ها، از داده‌های پژوهشی موجود در سطح ملی و بین‌المللی استفاده شده و ضمن بررسی پیشینة پژوهشی، تجربه‌های انجام شده تحلیل می‌شوند.

Higher Education Standards: from Ideal to Reality

This century is called knowledge based century. In this regard, from one side, the role of higher education systems in production, broadcasting and application of knowledge is undeniable. From another side, considering increases in student’s population in higher education systems in different countries and the imbalance of this incrassation with other input factors and the mentioned system processes, evaluation and continuous improvement of these systems became obligatory.  For this, codification of higher education standards got important. Some industrial countries were active in standardization and evaluation of higher education. In addition, in three past decade’s most of higher education systems in different areas of world had done the quality evaluation. In this regard, from middle of 1370 some attempts also have been started in Iran’s higher education.  According to the mentioned points, these questions are answered in this paper; what is the history of evaluation of standardization in higher education? What is the experience of Iran in this evaluation? For answering these questions, the existed research data in the national and international level was used and while reviewing the research background, accomplished experiences will be analyzed.
