ارزیابی برنامه راهبردی دانشگاه ارومیه

چکیده

هدف: پژوهش حاضر با هدف بررسی وضعیت برنامه راهبردی دانشگاه ارومیه در سال1398 انجام گرفته است.
روش پژوهش: این پژوهش از نظر هدف کاربردی و از نظر روش گردآوری دادهها توصیفی از نوع پیمایشی است. جامعه مورد مطالعه، همه اعضای هیئت علمی دانشگاه ارومیه به تعداد 620 نفر بود که با استفاده از جدول مورگان تعداد 217 نفر به دست آمد. روش نمونه گیری از نوع در دسترس بوده است. ابزار استفاده شده، پرسشنامه محقق ساخته ارزیابی برنامه راهبردی است. روایی این پرسشنامه با استفاده از روایی محتوا و روایی سازه با استفاده از نرمافزار لیزرل مورد تأیید قرار گرفت. میزان پایایی این ابزار با استفاده از آزمون آلفای کرونباخ0/904 به دست آمد.
یافته ها: وضعیت کلی برنامه راهبردی دانشگاه ارومیه و مؤلفه های آن پایینتر از میانگین فرضی جامعه قرار دارد. همچنین، نتایج عدم برابری میانگین رتبه های متغیرهای پژوهش را نشان داد؛ مؤلفه« تدوین ارزشها و تصویرسازی وضع مطلوب» دارای باالترین میانگین رتبه و مؤلفه« آینده نگاری راهبردی» دارای کمترین میانگین رتبه در ارکان برنامه راهبردی دانشگاه ارومیه است.
نتیجه گیری: وضعیت کلی برنامه راهبردی دانشگاه ارومیه در سطح نسبتأ مطلوب ارزیابی شد. همچنین، سطح مطلوبیت مؤلفه« بررسی وضعیت موجود» و مؤلفه« آینده نگاری راهبردی» نامطلوب بوده و سایر مؤلفه ها نسبتاً مطلوب ارزیابی شدند.

چکیده [English]

Objective: The aim of this study was to investigate the strategic plan of Urmia University in 2019.
Methods: This research is applied in terms of purpose and descriptive in terms of data collection method. The statistical population of the study was all 620 faculty members of Urmia University, and 217 people were selected by using Morgan table. The Sampling method was convenient method. The used instrument is a researcher-made strategic plan evaluation questionnaire. The validity of this questionnaire was confirmed using content validity and the construct validity was confirmed using LISREL software. The reliability of the questionnaire was 0.904 using Cronbach’s alpha.
Results: The general condition of the strategic plan of Urmia University and its components are lower than the hypothetical average of the society. The results also showed the inequality of the mean rankings of the research variables. The component of "formulating values and visualizing the desired condition" has the highest average rank and the component of "strategic foresight" has the lowest average rank in the strategic plan of Urmia University.
Conclusion: The general condition of the strategic plan of Urmia University was evaluated at a relatively favorable level. Also, the level of desirability of the component "review of the current situation" and the component of "strategic foresight" was unfavorable and other components were considered relatively desirable.
