آینده پژوهی همکاری های علمی بین المللی در دانشگاه های دولتی کشور و ارائه راهکارها و توصیه های سیاستی

چکیده

هدف: هدف پژوهش حاضر شناسایی سناریوهای محوری برای آیندة همکاری­های علمی بین­المللی در دانشگاه­های دولتی ایران است.
روش پژوهش: روش پژوهش حاضر آمیخته اکتشافی است. در  بخش اول پژوهش از روش آینده­پژوهی تحلیل لایه­ای علّی  استفاده شد. جامعه مورد مطالعه دانشگاه­های دولتی وزارت علوم بود. که با استفاده از روش نمونه گیری هدفمند 18 مصاحبه نیمه ساختار یافته با صاحب­نظران این حوزه انجام شد. سپس در بخش کمّی پژوهش، برای تعیین وزن هر یک از عدم قطعیت­های شناسایی شده در بخش کیفی پژوهش، به منظور شناسایی معیارهای ورودی سناریوها از پرسش­نامة محقّق­ساخته استفاده شد. برای تعیین پایایی پرسش‌نامه از روش آلفای کرونباخ استفاده شد که در این پژوهش میزان 92/0 درصد بدست آمد که بیانگر ثبات و قابلیت اعتماد قابل قبول آن است. نمونة آماری بخش کمّی پژوهش حاضر 24 نفر از متخصّصین حوزة آموزش عالی در دانشگاه­های دولتی کشور بودند که حوزة فعالیت علمی و اجرایی آنها بین­المللی­سازی آموزش عالی بود که به روش نمونه­گیری هدفمند انتخاب شدند. برای تجزیه و تحلیل داده­های جمع­آوری شده نیز از شاخص­های اجماع و اهمیت استفاده گردید.
یافته‌ها: پس از تجزیه و تحلیل داده‌های پژوهش، چهار سناریوی:1. رشد و شکوفایی دانشگاه؛ 2. فرصت­سوزی دانشگاه؛ 3. جریحه­دار شدن روح دانشگاه و 4. تاریک و خاموش شدن دانشگاه، به عنوان سناریوهای محوری آیندة همکاری­های علمی بین­المللی در دانشگاه­های دولتی کشور شناسایی شدند.
نتیجه‌گیری: با عنایت به نتایج پژوهش تدوین یک برنامة جامع و مدوّن برای تقویت همکاری­های علمی بین­المللی، تعمیق همکاری­های بین­المللی به سطوح تصمیم­گیری و اجرایی دانشگاه و تأسیس دفاتر بین­المللی آموزش عالی در کشورهای مختلف جهان به منظور گسترش همکاری­های علمی بین­المللی در آینده ضروری به نظر می رسد.

چکیده [English]

Objective: The aim of the current research is to identify the key scenarios for the future of international scientific cooperation in Iran's public universities.
Methods: The method of the current research is mixed exploratory. In the first part of the research, the causal layer analysis method was used. The study population was the public universities of the Ministry of Science. Using the purposeful sampling method, 18 semi-structured interviews were conducted with experts in this field. Then, in the quantitative part of the research, to determine the weight of each of the uncertainties identified in the qualitative part of the research, in order to identify the input criteria of the scenarios, a researcher-made questionnaire was used. Cronbach's alpha method was used to determine the reliability of the questionnaire, and in this research, the rate of 0.92% was obtained, which indicates its acceptable stability and reliability. The statistical sample of the quantitative part of the current research was 24 people from the field of higher education in the state universities of the country, whose field of scientific and executive activity was the internationalization of higher education, who were selected by purposeful sampling. Consensus and importance indices were also used to analyze the collected data.
Results: After analyzing the research data, four scenarios: 1. the growth and prosperity of the university; 2. The burning of university opportunities; 3. Wounding of the spirit of the university and 4. Darkness and silence of the university were identified as the central scenarios of the future of international scientific cooperation in the country's public universities.
Conclusion: Considering the results of the research, developing a comprehensive and codified program to strengthen international scientific cooperation, deepening international cooperation to the decision-making and executive levels of the university, and establishing international offices of higher education in different countries of the world in order to It seems necessary to expand international scientific cooperation in the future.
