Distance education and human development (Case of Payame Noor University)

Abstract

In today's global conditions, development of higher education is the main source of human development. Two decades has passed since the first Human Development Index was proposed by UNDP to classify countries in terms of human development. According to this index, educational level, average income and life expectancy determine the ranking of countries in human development.
This paper reviews the impact of distance education in higher education on human development in Iran based on descriptive-analytical method. The results of this paper indicate that higher education system has been able to provide educational facilities for students who cannot participate ordinary official sessions at universities. Distance education in higher education can significantly aid the human development of society by increasing accumulation of human capital and the gross enrollment ratio, increasing access to education and equality, more participation of women, reducing the cost of education and use of new training methods. Quantitatively, the results of this study indicate that the impact of distance education on human development index has undergone a remarkable increase from 0.001 to 0.003 for the period 2000 to 2007.
