اندازه‌گیری سرمایه انسانی با روش هزینه‌یابی مبتنی بر فعالیت و ارزش افزوده اقتصادی

چکیده

چکیده: آنچه که برای مدت‌های زیادی به صورت یک معما برای اقتصاددانان درآمده است چگونگی اندازه‌گیری دقیق سرمایه انسانی است. تاکنون روش کارآ و مناسبی برای محاسبه ذخیره سرمایه انسانی وجود نداشته است. لذا هدف این مقاله ارائه روشی نوین و کارآمد در خصوص محاسبه سرمایه انسانی است. در سال‌های اخیر روش هزینه‌یابی مبتنی بر فعالیت (ABC) و ارزش افزوده اقتصادی (EVA) در بسیاری از کشورهای غربی و صنعتی بسط یافته و به کار گرفته شده است. در این روش تئوری محاسبه هزینه، گسترش یافته و می‌تواند ابزار مناسب و مفیدی برای اندازه‌گیری سرمایه ‌انسانی ارائه دهد. در این مقاله ابتدا روش هزینه‌یابی مبتنی بر فعالیت مورد بررسی قرار گرفته، سپس ویژگی‌های هزینه سرمایه ‌انسانی با استفاده از تئوری‌های این مفهوم و همچنین با توجه به ارزش افزوده اقتصادی آزمون و بررسی شده‌اند. ابتدا فعالیت‌های کلیدی در فرایند توسعه سرمایه ‌انسانی تعریف شده و سپس منابع هزینه‌ای با دقت مشخص می‌‌شوند و در نهایت فرآیند محاسبه سرمایه انسانی ارائه می‌شود. این روش یک ایده جدید از اندازه‌گیری و مدیریت سرمایه ‌انسانی ارائه داده و به مطالعات آینده نیز کمک خواهد کرد.

Abstract: It is a big problem how to measure human capital accurately, which has puzzled economists for a long time. There is not an effective way to calculate the cost of human capital until now. In recent years, Activity Based-Costing (ABC) and Economic Value Added (EVA) have been well developed and applied in many industries in western countries. They are advanced theory of cost calculation and may provide us useful tools to measure human capital. The paper examined the cost characteristics of human capital with the theory of ABC. Key activities in the process of human capital’s development were found. Resource costs were allocated accurately and the procedure of human capital’s calculation was proposed. It provides us a new idea to measure and manage human capital and will do some help in further studies.
