ارائه الگوی مسائل تأمین مالی دولتی آموزش عالی با روش فراترکیب

چکیده

پژوهش حاضر با هدف ارائه الگوی مسائل تأمین مالی دولتی آموزش عالی و با استفاده از مرور نظام‌مند مطالعات پیشین و روش فراترکیب اجرا شده است. بدین منظور با بررسی مطالعات علمی عرصه منابع مالی، تعداد 91 مقاله مرتبط شناسایی شد. از این تعداد، 58 مقاله علمی منطبق با معیارهای ارزیابی کیفیت، به‌عنوان نمونه پژوهش انتخاب و مورد واکاوی قرار گرفت. دستاورد مرور نظام‌مند و فراترکیب یافته‌های کیفی منابع کلیدی منتخب، احصاء تعداد 42 کد مفهومی طبقه‌بندی شده در چارچوب 6 مقوله فرعی سیاست‌های وضعی و عدالت توزیعی؛ الگوهای تأمین مالی و سازوکارهای تأمین مالی دولتی؛ پیچیدگی برآورد شرایط و پیامدها است. مقوله‌های فرعی نیز به ترتیب ذیل 3 مقوله اصلی مسائل؛ سیاست‌گذاری، کارکردی و عملکردیِ تأیید شده توسط خبرگان عرصه تأمین مالی آموزش عالی با استفاده از شاخص ضریب توافق کاپا است. در نهایت، ضمن بحث و نتیجه‌گیری و تبیین دستاوردهای پژوهش با استناد به مبانی نظری مرتبط، پیشنهادهایی در جهت تأمین مالی دولتی آموزش عالی ارائه شد.

This study presented the model of public funding issues in higher education. The research method is systematic review and meta-synthesis method. The statistical population includes all the scientific resources are related to the financing of higher education in relevant sources at scientific database. Among of 91 identified related articles, 58 scientific articles have been selected as a research sample. The research achievement includes extracting 42 conceptual codes; 6 sub-categories; and 3 main categories include The main component of policy-making (Status Policies and Distributive Justice); the main component of Functionality (financing patterns and government financing mechanisms); and the main component of functional (complexity of estimating conditions and outcomes).  The finding has been confirmed by the elites of higher educational financing in terms of the Cohen's Kapa Agreement coefficient index. Finally, while discussing and explaining the achievements of the research based on the relevant theoretical foundations, suggestions for public funding of higher education were presented.
